cities, we estimate effects associated with three types of means-tested public assistance. Using a longitudinal dataset from the Fragile Families and Child Wellbeing Study, which follows a cohort of low-income parents and their newborn children in 20 U.S. To advance this literature, we take up three outstanding questions related to selection bias, the distinction between universal and targeted programs, and the types of authority relations most likely to foster engagement among the poor. Studies of ‘‘policy feedback’’ investigate policies not just as political outcomes, but also as factors that set political forces in motion and shape political agency. This article investigates how experiences with public policies affect levels of civic and political engagement among the poor. Thus, one can argue that a critical approach evolves around a combination of an analysis of the formal level and the implementation level taking into account governance and governmentality. Nevertheless, the policy changes are an area of specific concern too. A critical analysis of any form of practice in the area of social policy should evolve around an integration of a view focusing on the everyday situation at the local offices. The key contribution of this paper is the development of an argument taking into account the overall policy and the street level. Thus, one can find three distinctive forms of governing the able-bodied recipients each displaying a distinctive idea of welfare at the street-level. In the third part, the results of the research will be presented focusing on the practices at the street-level in both countries (three cities, two in Austria and one in the UK). Then, the theoretical debate about street-level bureaucracy in comparative perspective in case of activation policy is discussed. In the first part, a short description of both social assistance systems will give an outline for the research.
